One rule before you start: Without the M365 Copilot paid add-on, only free-tier Copilot Chat is available — web-only, no Teams or SharePoint access. Exception: Copilot Chat within Outlook retains inbox and calendar grounding for all M365 users at no extra cost. Seat threshold applies. In tenants with more than 2,000 M365 seats, Copilot Chat in Word, Excel, PowerPoint, and OneNote requires the paid licence. The in-app tools listed below follow this rule. What's new — June/July 2026: Copilot Cowork is now generally available and billed on usage (Copilot Credits, $0.01/credit pay-as-you-go), and the Work IQ APIs reached GA. If you build custom agents that ground in your M365 data via Work IQ, that usage is metered in Copilot Credits on top of the licence. A Cost Management Dashboard for allocating credits, setting spend policies, and picking prepaid vs pay-as-you-go is rolling out, along with group and team-level cost reporting for managers with five or more reports.
